How do I print a sales receipt without tendering the sales first?

PJS,

You can't, because a sales receipt signifies that a sale has taken place. If
you don't tender the sale, there has not been a sale, hence no receipt. If
you need to print a Quote, press Shift-F1 save the quote by going to the
tender screen and tendering the transaction for $0.00. You can than recall
that quote later and convert the it into a Work Order, completing the
transaction.
If that doesn't work for you, then you would have to custom develop an
add-in that would take the items on the transaction screen and print them.
