CPA licensed in CA but now living in MA. CPA license now in
inactive status. Would like to continue prepareing tax
returns in MA but not under "CPA" title. Do I have to
become an Enrolled Agent, or can I still represent clients
etc? Thank you for your imput.

Without the EA or cross-certification as a CPA in Mass., you
fall under the rules of an "unenrolled preparer." That
really means audits only - no appeals and no collection
matters.

To prepare federal tax forms requires no degree or
certification, at present. If you have the knowledge and
expertise, go for it. Some states require registration with
the state to prepare state returns for others, so you will
have to check on that locally.
