One of my credit cards will only allow you to download QIF statements.
Since quicken will not let you download Credit Card QIF statements, is
there a way to get around this??

Try importing the qif file to a Quicken "cash" account, then
cutting/pasting the transactions to the credit card account.
Obviously you lose the ability to "match" downloaded
transactions to existing register transactions.

This is the main reason I don't plan to upgrade from Q2004 until I have to.
